It shouldn't be required. Well, to be more exact, I have one card that does not know how to WEP and it requires host decrypt, but all other cards I have used work fine with only host encryption in Host AP mode.
I don't think I have tested the released version with WEP, but more or less identical version worked fine both with and without host decrypt while using WEP in Master mode.
