Set your other_ap_policy to accept beacons using the same BSS. Use iwpriv to add another AP MAC address to the wds table. Do the same on the other side (AP). Use ifconfig to set each APs wlan0wds0 interface to a different IP address on the same subnet. Ping from one to the other. That's it. Be sure to use a diferent subnet for the wlan0wdsX IPs than you use for your main wlan0 interface, or else you won't test WDS at all.
