Seems to top out at roughly 0x3f for me, i've never gotten packets with a signal strength of 0 listed in them (hrm.. though I have only been looking at beacons in the testing i've been doing). Lowest i've seen has been 3 i think.
My card used to report that larger range in the rx headers, it changed at some point when i upgraded its firmware. The signal strength mibs do report that range which seems to go upto something in the 0x90's or so.
