First of all, make sure you have the latest firmware image.
Second, run tcpdumps on the wireless & wired interfaces to see what's up. ping from the 'client' on the eth side of the wap11. I suspect you'll find a arp whois storm, then nothing. If that's the case, then you have something up with proxyarp. If you just see ping requests and no answers (when sniffing on the hostap interface), they something is up with routes on the hostap system.
I've seen strange things with the proxyarp being broken, but not THIS broken. Here is where I've run into issues:

With both the airport/rg1000 AND the wap11 in bridge mode, packets would not flow. While I don't fully understand the problem, I'm told that it has something to do with ProxyARP, and the lack of headerspace in the 802.11 frames. Maybe somebody on this list can show some light on the subject better than I. I just know it doesn't work. :)

I had to setup the hostap system to ROUTE packets, and not bridge them.
