Yes, at least in theory. There are some issues with broadcast/multicast frames since they are sent only once, i.e., they would need to be un-encrypted. This would require that the station card would allow reception of plaintext packets at least when they are broadcast/multicast.
I haven't tested this kind of configuration, but current CVS snapshot has code for configuring this for the AP side. Easiest way to configure this would be to leave the default encryption configuration (i.e. 'iwconfig wlan0 key ...') off and just add WEP for the station (using hwaddr to select which one) that would be using encryption. This can be configured with utils/hostap_crypt_conf.
