Transmitting in Monitor mode

Is it possible to transmit something out during host AP monitor mode? I tried to, the packets showed up on ethereal of localhost but didn't appear in a different computer sniffing.

I'm trying to look out for probe request packets and transmit my own probe response. If I can't transmit in monitor mode, is there a different mode that I can go into that will still show me the 802.11 management packets and allow transmission?
