Channel 13 should be 2.472 GHz (i.e., freq_list is from channel 1 to 14). However, you seem to be using Ad-hoc mode. IEEE 802.11 compliant IBSS (i.e., not 'pseudo IBSS') selects the channel based on beacons received from other station. In other words, it is quite possible that you will end up on another channel (i.e., channel 10 in this case) if there are other stations using that channel.
