How ofter does that message repeat (i.e., many times per second or less often)? Is the host otherwise OK? What is the use count of hostap module (lsmod | grep hostap)? AP is certainly down as far as management messages are concerned (since they use that AP queue), but data TX/RX might still work.
If the use count is 2 or more (or 1 or more if the device is down), it would look like SoftIRQ handler for AP queue has hang for some reason. Each new item in AP queue should schedule new handler so the queue should not remain full (unless the card is removed; which would show up in 'dmesg' output). However, if the queue gets full once and all the handlers have exited, the driver will have no way of restarting the queue handler.
