Two things that spring to mind - first, check your firmware on the HostAP Master wmp11 card (which is what I'm using, btw.) When you rmmod hostap_pci and then modprobe it back in, what's dmesg say? If it says wlan0: STA: id=0x1f v1.4.2, you've got problems. Check the list for details. The other thing, and what annoyed me for a while, is the default Redhat firewall settings. Try clearing them away with service ipchains stop (or iptables), getting hostap_pci up and ready, and then service dhcpd restart (need to restart it every time the interface goes down.) If that's it, you need a internal-network friendly firewall. http://www.hideaway.net/iptables/ is one pretty user-friendly example I've seen, although I can't guarantee anything since I found it after my loaner PC card returned, leaving me with one lonely wireless card. Weep.
