Please do not take this out of its context.. The question was about using simultaneously stations that use and do not use WEP. In other words, some stations do not have WEP configured at all and the AP has to send broadcast frames in plaintext to get them to these stations. If all the stations are using WEP, then there would not be this kind of issue.
